Made this costume for Katsucon 2011 and then entered it in the BBG cosplay fashion show (this shot is from there) ~I loved this costume, the dress was fairly easy to make but the wings I made from scratch with so many feathers, trim, lace, pearls, wire, ribbon and more.

It was just wire and batting, I believe.
Make sure you get a strong enough gage wire though, mine could have been stronger.
