But why is he so pale both in the series and comics? Even in the Netflix version he just looks tanned, while her sister still has pale skin. I'm a latino I don't have brown skin.

Jhnonen Vasquez has stated in the past that Dib is partially based on a younger version of himself (mostly in terms of how he as a kid also had a bit of a fascination with aliens). Originally, Jhonen himself was really pale, to the point of looking "white", as did his brother apparently. However, he has gotten tanner over the years - this might explain where the changes to Dib have come from.
And yes, even before Enter the Florpus, Dib was stated to be canonically Hispanic. To be more specific, the Membrane family is Mexican. There was a Tumblr post explaining it from back in 2013, but now that JV has basically deleted his entire Tumblr history, I'm having a hard time finding it.
The other reason for the change could simply be due to the differences in color palette - Enter the Florpus notably has a very different, brighter palette than the original series, so this may explain the difference as well. Gaz actually got slightly tanner, too. However, she might have been kept more pale still given she is/was still meant to have a creepier look to her and having her look paler than the rest of her family definitely captures that.
