This is Date Masamune The one eye dragon of Oushu, Tohoku.

He/s the god of Thunder and lighting [In fact He's the wind element But the best thing he can do is thunder]

The design of him looklike some kind of water because of the scale on his yoroi[armor] but really, He's the Thunder Dragon or the dragon who flew in the air and create storm thunder and lighting.And on his eye patch write the kanji of "Rai" of "Thunder" to show of his element like the other god or godness

and another image of him that I put animal fur on his clothes is from the image of "Raijyuu" of "Thunder Creature" on the folklore of Japan.

His sword seem to like Kenshin's Ryu no Kokyu. Masamune sword name is "Ryu no Shippo" or "Dragon's Tail"

It's really look like the ordinary sword . But when he change to the battle from . The blade will change from the normal metal to the light of thunder and freely move like it alive.

and image of wind element is on his rope that like the cloud that always move all the time.
