Now that Tank is hibernating, Rainbow Dash will maybe finally start to really spend time with Scootaloo and to hang out with her, like sisters do!

I thought about that too! Immediately when I saw the episode and how Rainbow Dash can't let Tank go!
I was probably the first one who said it, in the chat on Bronystate, that Rainbow Dash can spend time with Scootaloo instead now!
I really, really hope she's doing this now! And not just for Winter, if she's starting to spend time with her and to get used to be her big sister now (finally!), then she will continue to spend time with her after Winter too!
I can't wait to see the Winter of Scootaloo!
