Seimei is one of the two pony dignitaries on the Representive Council of Sentient Beings of Nippony, with his younger brother and assistant Nashi.
He is a skilled diviner and magician with a great aptitude for protective and counter attack spells. Though seemingly confident, he is the type to be a complete emotional wreck in private quite often due to the pressures of his position. He is often plagued with ideas that he is not the best to lead and that many of the things he does are not to the standard of his father set before him. Who, in his own right, was said to be one of the greatest and most influential ponies in Nippony.
The scars on his face come from the one battle where his shield spell failed him, resulting in his mother being so severely hurt she became cripple. He blamed himself and sought to improve every protective skill he could have til he was one of the strongest in the land. His and Nashi's mother is actually a Kitsune, as a shape shifting species, she had fallen in love with his father and chose to live in his form and bear children. The red dot eyebrows and the red in his mane and tail come from her.
He gradually grows to have a crush on Freckle Fire during her and her brother Autumn Rush's adventures in the land, though whether or not she feels the same or even knows what a crush is at all is completely unknown.

Alrighty, inspiration time! I really wanted to have someone to set into Freckle Fire's story "Tales from Nippony" and I needed a stallion OC, so I did a little bit of research and discovered a man called Abe no Seimei who was a great magician and who's supernatural talents where said to be result of being the child of a Kitsune. Thus, tadah! Seimei's cutie mark is based off a statue that can be found in the Seimei Shrine in Kyoto.

I should really get on to writing Tales of Nippony. I should really really get on to that.
Also, now I need a stallion pattern.
