I did it in Photoshop. Did the back ground first, then took a nice light blue (very light) and put it on a very low opacity, then slowly went over each part on a different layer, until it got to the color intensity i wanted. Then i added the snowflakes falling, and the shadows, and of course, those pesky antlers
