First time writing a critique, whoo! I hope it will be okay!
First off, vision. I really like how you displayed this piece of work. The starry night as background works really well with the character you drew and the colours of her outfit. The white lining around her usually works well, but here I like it even more because of the white border around your drawing. This makes the hite lining less random as the white returns, and it also helps the character stand out. The pose is great and also works well with the staff. Well done!
Then, originality. I gave you one star off since it is not mindblowingly original (leaving the fact that this is my tranfo out of it XD). but, 4 stars is still really good and you get those for the pose, of course the adaptations you made to my design, and the staff. I just adore what you did with it!
Technique; 3 stars on this for several reasons. Over all the technique looks good but if you take a closer look, there are a few things that throw me off.
First off there are the eyebrows that are just not on the same level which is a shame but should be fixed easily (like in a next drawing or something). It can be that you did this on purpose to create a certain expression, but then still they are too asymmetrical.
Secondly the shading. I really like the soft shading you use on clothing and skin. The staff is also very well shaded and it fits with the whole picture. I find, however, that the shading on the hair doesnt really fit with the rest. Because of the different teture hair has, I understand that you shaded it differently but in my opinion it is too different and too simple compared to the rest of your drawing. It makes it stand out in an odd way, as if its not really finished yet. Maybe you can try a combination of soft shading and cellshading? Or a darker shading? I also have one issue with her hand. The upper hand looks great, and the lower hand does too, but they are not the same size.The lower hand seems a bit too big. It could have been perspective, but the staf is straight, as it doesnt get bigger at the end, so that would not work.
Then one last thing on technique that I saw; the wings look as if you made them in a hurry and lack the detail that you did put in the rest of your drawing. I first thought you used my sketch again, but I think you just made it a bit neater? xD Anyways, I would not stay as close to my sketch as you did now, since thats just a sketch. Try to get the sparkle less sketchy, etc. (I think I'll make proper wings for stella soon tho, so I can send those to you and you can stick them on here if you want).
Impact, well, I never really understand what they mean with it, but it's a lovely drawing and it all works really well together so I guess it did make an impact? XD
Anyways! Overall you did really great, just some minor issues that can easily be fixed. Also her hips seem a bit wide but that may just be stylistic or something. At first: You improved so much with your artworks o.o
This is simply stunning how you did so much changes about your coloring style and that you draw very good poses with your own style
I must say I like this version really much more as the old one
The pose which you use here is very good for Stella and her look to her scepter is great I love it that you give her her scepter back. I find she should get this in every transformation
The outfit is very well and this little changes make it more beautiful

Yeah I know that it is a element of it. But I mean I find it pity that this scepter doesn't come again in the Show only as Shiny has eat it. It was a beautiful design and I think that she should in every Transformation get her scepter
