I feel like I have to go further: the thing is awesome. It's drawn in the most skilled way. The mastery of the art form is incredible. The subject matter is simple: just a girl smiling and waving. However, the thing about the subject matter is that it's really fucking cute: the clothing style is well chosen, the girl herself is cute, even the limited choice of materials (pencil only from the look of it) seems to exemplify the beauty behind the black lines. 

How the hell I managed to see it on the Newest page is still a mystery of luck that was probably better spent at the end-of-game screen of Counter-Strike where random skin drops appear. Goddamnit, I could have gotten an AK-47 skin with that luck. That just goes to show you how masterfully this drawing has been made.

TL;DR: I really fucking like this.

And yes,I only used a 0.3mm mechanical pencil,a B and 4H pencil It's not really that hard if you try
