Wow, that does look odd. I grew up in Sacramento and there were plenty of foggy days there. I think it is the late hour and the silence that makes for the creepy vibes.

Yeah thats happened to me before especially when your in a big city and its normally busy and then its very very very quiet, its very spooky.
