Done in Paint tool SAI,Adobe Photoshop1 /2/3 - use brush - 3 Shades of Green (on the same)
4.add new layer with luminosity setting a select lighter green
5.add new layer with overlay setting and select blue color
6.add new layer with luminosity setting and select lighter blue
7.open in Photoshop and use Smudge tool

I didnt say some people dont like them, but he is still milking them for popularity cause they get on the front page almost every time. hes done tutorials like this one already and half of them look like they took ten minutes and dont have much instruction
