Yeah, but this is just an alternate image, but I don't think she'd be this bossy. Impressive, but I believe her reasons for this are usually to keep up with Lionheart's demands and the stress has gotten to her that she ends up yelling at someone she shouldn't have.

But it can be an alternate story where if Bellwhether succeeds in a different way by having predators have to wear tame collars in order to be allowed to be within society. Megan could have a tame collar to give that Bellwether wants to bully those under her.

A suggestion: she could have a job that better reflects her talents (something more than a secretary!) but would have her cross paths with police... an investigative reporter on the crime beat, a criminal defense attorney, a private investigator, etc. Plenty of possibilities!

She could be doing something else but I still have to give those some thought but thanks for the suggestions though. What I was also thinking was that she's someone who's potential is undermined or is not practiced enough. So she's stuck in a place where she's stagnant and she hates it. I dunno though. I still need to figure out what kind of personality she fits comfortably in.

It's possible to be stagnant and hate what you do in any job, but at the same time to not see any better alternatives, and thus ending up bitter and cynical. (Been there, done that, got t-shirt.) That reporter could be getting her stories sniped by someone more popular or better at office politics, that defense attorney could have a heavy caseload and/or terrible clients, that PI could be sick of investigating petty insurance fraud or cheating spouses. They might be freelancers or self-employed and sick of scrounging for work. Alternatively, they could be working for giant companies/firms and feel disrespected and bored.
Myers-Briggs personality typing is a pretty useful writer's tool for coming up with realistic characters. Once you have a type for your characters, I've found it's much easier to describe them and give them realistic backstories. thewritepractice.com/myers-bri…

Well that's not the point. The point is she is in a job where she is not valued, the job has no impact, and the job inherently a hole where creatives/thoughtful people generally find themselves trapped. The idea is to make the character relateable to the everyman. The story becomes more interesting that a person with such potential and value is trapped in such a common job. If you give her a special job then she already has achieved some level of "greatness" but the story is she is not aware of her greatness so she is just in a normal job living a normal life and her story is the discovery of her potential. a great story starts a character in a place where he/she has room growth potential so that the story becomes character driven rather than plot driven. Also most of the suggestions they way you have expressed the stories all rely on a character who is arrogant and prideful. Whereas megan here is just unhappy.

I'm just thinking out loud about how to make such a character realistic and sympathetic, but yet someone who has had a much different life trajectory than either Judy (who achieves her dream and overcomes the doubts of others by consistent hard work) or Nick (an "everyman" who never really had dreams beyond surviving until Judy encourages him to "try"). What if there was a character who achieved what they thought their dream was, only to find out their dream job - what they thought would bring them prestige, security, and respect - was actually pretty terrible and made them unhappy, having no possibility of advancement but being too stubborn to quit and admit failure? And I certainly didn't mean to imply those were the only options for another major character, just ones that had good possibilities of interacting with police officers (and the easiest route into another Zootopia story), while providing more opportunities for the character to be a clever, conniving, and sly fox.

Looks like the amount of stress Lionheart gave to Bellwether really broke her down when it became too much for her to handle and control her emotions. Because of him always keeping her busy to the point of collapsing, Bellwether never had time for any relaxation spas or stress relief, not even any vacations. Now look where its got her. Soon she'll start to say things she later regrets because of that stress.
