This city used to be part of the conquered territories of the Fire Nation, returned to the Earth Kingdom after the war.The old Fire Nation governor mansion returned to the local nobility.
So yeah...fire nation soldiers barging in wouldn't be welcome.
And fire nation prisoners sneaking in is certainly a big nope.
