This was made with a program called Apophysis. It is free and there is a lot of help available on dA. Just do a Google search for Apophysis, when you have that installed follow the tutorials. I have been using this program for 6 years. I think it is a bit easier now. There are a lot of individual effect tutorials on dA, however you will need lots of practice as a beginner first off.
