I knew I'd see this art used somewhere!
The problem I have with this card is memory issues. You can just keep exiling stuff and the next spell you cast, no matter when, will cost 1 less. I feel as though players would not expect it to last beyond a turn. Also, it lets you exile more than the number of cards needed to get the next spell down to minimal cost, but if you do that, the surplus cost-reduction is wasted, ie doesn't carry over to the next spell.
Why not just have "You may cast spells as though they had Delve"?
(PS I want to try breaking Emrakul with this.)
