It is a tree ID tag. Normally the code is keyed to the tree's breeding giving the people who planted it an idea of which breeding stock give better results in things such as fruit/nut production and disease resistance.

That tag is a lot more sturdy than the ones used here so I suspect it is for research purposes rather than just identification.
