In short: Steampunk is sub-genre of science fiction where main driving force is steam instead of electricity. Often set in alternate history around Industrial Revolution period.

And looking back this picture is not that bad. There still is no steam, so why steampunk in title? But it could be viewed as sort of weird outfit in a way we see some japanese weirdos...
