I'll start with what stroke me first: the face.
To keep it simple, I love it! It's catchy and it transports a lot of emotions, all while appearing anatomical correct (for a chibi). The hair itself looks wonderful and I like the fact that you added extra strands, makes it feel more alive.

For the background, you did a great job on adding details to the house. The wood definitely gets a lot out of this. On the other hand the snow is lacking details, so it looks pretty plain and boring. You could add more to the overall depth and immersion of the picture, if you would add some snow in front of her legs.

Points you should work on:
First, the legs are too big, you can definitely go smaller on them.
Second, depth. Always try to think in a 3D universum. A real immersion breaker is, that the scraf on her belt seems to reach out to us while one singel strand of hair is in front of it, but the hair doesn't suggest much movement towards us (hope I'm making sense here^^).
