To be fair, she doesn't look that much different from a man. Maybe that's their (most video-game designers) point: not sexualizing but making sex visually clearer.

It is all about the kind of message you want tp have connected with the feminine imagery; that is a problem most video-games fall into. In this case, she is not feminized because it is not the right setting for it.

I agree; in addition, it would be expected for the video-game interface to give the player enough information to recognize the (non-feminized) model as a female.
However, my point stands: a woman on tightly-fitting clothes is instantly recognizable.
