This is canon. Nintendo tried to censor it by changing it to Wario being hit by big heavy objects, but they're cowards who can't handle the idea of Wario getting drunk and stumbling around like a moron.
I like to think that in this picture Wario is drunk after another failed business venture and is looking to find Mario and beat him up for no reason.
