Sorry to burst your bubble - but your examples of vectors are the exact same thing. Something being vector or not isn't judged by the quality of the work. I initially showed him how to vector over the work in Photoshop. The difference is that this file wasn't made extremely large with a transparent background, and saved as a .png file :l
Go look up the definition of vector artwork, seriously.
