How do you do the background in Photoshop? The city is way too detailed to be a 2D drawing, there HAS to be some 3D in it.

No 3d. Just some basic drawing & silhouettes for the church, some textures for the masonry. The city in the bg is silhouettes with from photos of NY that I grayscaled, added extra details and threw a gradient map over to get that coloration.
