A pretty typical 4 step method to making a Main Street building façade. The framework that supports the street level millwork is also the same internal frame that goes all the way up to the parapet along the top. This keeps everything rigid and won't snap in half at the floor line inside.

The upper floor is a sheet of 1/8" thin plywood with the windows roughed out. The eyebrows are just set in to test fit but not glued until after the sheet bricks are applied. After everything is set, press in drywall mud in between the bricks, press in firm removing air pockets. Before its set, use a damp sponge and grind into the bricks & mortar, this removes some depth of the mortar so grooves are in between the bricks. After all that, then permanently attach the eyebrows over the windows and build the parapet wall along the top with any brackets or decorations etc.
