The Sandman just wanted to be with his daughter Penny, Shadow's not really evil, Iago is good now, I think he left when his master was defeated, the Ice King isn't really evil, I never thought Boo was evil, I thought he was just misunderstood, wouldn't call Rodrick Heffley evil, Heinz turned good at the series finale of Phineas and Ferb, Pinky, Inky, Clide, and Blinky range from bad or good depending on the game they're in, Pac man World 3, good, they helped Pac-Man , in the series of Pac-Man and the Ghostly Adventures of the show, they're good, Pinky even likes Pac-Man.

Awesome! A ton of these bring back memories, especially Saluk. He was a bad guy but way cool. I loved Aladdin and the King of Thieves.
Are some of these characters anti-heroes though, instead of flat-out villains? Meta-Knight for example? Or are you not counting reformed characters?

Exuse me? Non-villains: Darkrai - he was protecting the city from Dialga/Palkia, Creeper - dangerous creature, not a villain(not an effort to do something to his/her likying/vitory), Omnidroid (robot/goon). And I'd say that Mewtwo is not a villain too. He was reformed with a morale, not a loss.
