I love the Powerpuff girls so much. I was watching it again and remembered that HIM is actually one of my favorite villians and overall characters in the series. He's just so DAMN creepy! He's a gay, crossdressing, lobster-satan!! I lied. He's not gay. He's just BADASS!!! For all his cross-dressing, gayish looks and (mostly) effeminate voice, you won't find anyone more evil than this guy. He takes the phrase 'the devil in disguise' to a whole new level.
Good work on this one, though I must say that it doesn't really look like he's holding the duck, more like it just floats there with his claw partially obscuring it.
