When you think it....it's simple, but if I recall Dragon forms are equal to there Human forms. So changing there current appearance is very discomforting (in anime). Tell me if I'm wrong

If I remember, Tohru likes in dragon form rather than human form. It's like don't lose your real identity or maybe she isn't comfortable yet to live with Kobayashi in that form.
