I used Autodesk 3ds Max, V-Ray (which is a renderer for 3ds Max), and After Effects. I don't remember the exact process, but I remember having to render out two passes and composite them together to get the blue river. The main thing is to use the Wireframe Map in V-Ray.
If I had to do this again, I'd go lo-tech and use photographic diffusion like they did in the 80s. Basically draw your grid on paper, snap a photo, invert, add glow, and presto! You can then add composite effects with Photoshop or After Effects from there.
