As I remember, OoT Link and TP Link are one character - OoT Link. I know, shocking, but...

Technically since all Links share the same soul they are all the same person. Same thing with Zelda, who used to be the goddess Hylia, and Ganon, who used to be the demon king Demise.
However, Twilight Princess is set well after the events of Ocarina of Time and Majora's Mask so the TP Link is the reincarnation of the OoT and MM Link.
Nintendo made an official timeline for this stuff. Basically the entire universe hinges on what happens during OoT.

Honestly the combined Zelda universe plot has quite a few holes in it but the Skyward Sword prequel manga explains the beginning.
SPOILERS TO ANYONE THAT HASN'T READ IT!!!
Basically there was a hero named Link who impressed the goddess Hylia by saving her people from a great evil even though her people had treated him like absolute shit...
So Hylia did some divine mumbo jumbo that made sure the heroes spirit would live on eternally and then shed her divinity and tied her spirit to his so that they would both be reborn whenever Hyrule was in danger.
Then thousands of years later the events of Skyward Sword happen.
SPOILERS FOR THE GAME SKYWARD SWORD!!!
Long story short the good guys win and as the demon king Demise lies defeated he curses both Hylia(now the mortal Zelda) and Link stating that he would also be reborn and pursue them and their reincarnations for all time with the intent to take revenge. Even before he was Ganon he was kinda an asshole... So each time Ganon returns from whatever otherworldly exile he's stuck with or is reborn during one of the very few times he dies (I think its only happened twice) Link and Zelda are reborn to stop him.
On very rare occasions they do get Ganon free rebirths though. Those only occur when some other great evil decides to mess with Hyrule instead though.
Anyways that's the super condensed version of it.
