The original artist isn't the one being racist, it's the person that ASSUMES that just because she is drawn with big thighs that it refers to her race. Nothing about the way she's drawn, what she's wearing or her jewelry suggests that she's specifically "ghetto fabulous" or a "hood rat". Your opinion of the picture comes from your perception of people who DO lead that lifestyle.
There are plenty of artists who depict characters with large thighs or other body parts - breasts or hips for example but people never call THEM racist. Some people just like exaggerated body parts and it is physically appealing to them. If you don't like it then you shouldn't comment, period.
I personally believe this picture is beautiful and makes a great statement in a sea of pictures that depict the same thing over and over again.

It's not the apple bottoms (which look great), hoop earrings or the cuves that offend. It's the fact that the pants and shirt are two-sizes too small that give her the "ghetto" factor. And it's not even necesseraly a racial issue because you definitely do not have to be black to dress, as Chrissy-Christine said "ghetto fabulous". It's just generaly not a very flattering image to promote(for females).
But I agree- it's definitely every eye-catching and really well done (love those curves!).
