Not on Red Earth, though the confusion is understandable since the rays are pretty much draconified versions of the pneumonopteres. The rays have their own world, which is in a fantasy setting, while there are no sophonts on Red Earth.

Nope. There are a few species equivalent in their intelligence to chimps, crows, dolphins or elephants, but no sophonts.
