The principal PoD(s) behind this post is already given in the first four hyphenated links above, so no need for further explanation in the description box. Meanwhile, if you noticed about the "other" Gallophone/Gallic countries, they're currently considered as Gaulish-speaking, while they were French (or at least Northern Gallo-Romance) when their flags (and other related posts) were published for the first time.
The principal PoD, by the way, was the dawn of Age of Exploration within the tail-end of the 15th century, where the spies working for the Gaulish king in Rome (secretly) learned of the Treaty of Tordesillas,and after a series of complex matters, the OTL northern Brazil (east of the Amazon basin) ended up as colonial possesions of Gaul, one of which is Ceara; currently, the regfion is considered as a highly autonomous part of Gaul, where it mostly handled its own affairs, except for defense and foreign affairs.
For its own territorial flag, it directly derived from its OTL counterpart (the one used from the Imperial times to 1922) , defaced with the territorial coat of arms [actually a modified version of the coat of arms of French Guiana (courtesy of Superbenjamin ) with a couple of modifications: The date (1643) was removed, while the sun (courtesy of Teufel68 ) is added, given the equal standing of St. Denis (and the Oriflamme, this time representing Touraine as well) within Gaul] at the center.

TRIVIA: Without noticing, French Guiana and Ceará seems to be similarly shaped, although it's obvious that the latter is larger, both in territory and in population, than the former, so expect the presence of the European Space Agency in the Cearan soil.
