This is a lovely painting you did there! i don´t know the anime/manga the character is from but from the pics i found on google I´d say you caught hime well I like how you did his coat and skin and the matal parts, for they are not too deatiled but still very well done! (especially the metal...) I´m not sure about the anatomy at the bottom fo his throat but that can be my mistake
I like the jagged lightnings too, though you might have made them glow a little more so the light would reflect on the character. All in all it´s an wasome drawing, and as i like to say: it´s easier to list all the negative points than the positive ones for there are so many more of those
