I use Photoshop CC right now, however, I think that particular piece I made in CS5 instead. If you can't get photoshop, I believe paint tool SAI, GIMP, and Paint.net are good alternatives. SAI isn't free but it is easier to get your hands on, GIMP I think is free, but I'm not sure, and Paint.net is definitely free but is more like a mix between MS Paint and Photoshop, so it's missing some functionaliy.
I just used the generic circle solid brushes, or sometimes the airbrushes. For the base color, I just eyedroppered it from a reference image, but the shading is all a dark blue with layer set to multiply.
As for the texture (which is all achieved by the way I did the shading) I cannot tell you exactly how I did it- I don't shade like that much and tend to forget how to do it. But I think I remember for this particular one. The shading layer is completely colored the same blue over the entire canvas, and I applied a mask to that. (If you do not know masking, I suggest this series of tutorials which I used to learn masking- ctrlpaint.com/videos/masking-1… In the mask, I set my brush to opacity pressure control and made the general opacity lower as I painted to make the shadows smooth like that. It's hard to describe that part, but playing around with masks may help it make more sense.
