How do you make that blur effect and texture?

oh, those are both photoshop things. For the texture, i find an image of texture I like (such as a paper texture in google search) and i copy/paste it into a layer above the other layers. Then in my layers window, i click on the layer's mode (it starts off as set to 'normal) and i'll usually put it on overlay or soft light, or whatever looks good. Sometimes i have to tweak the colors or contrast and adjust the opacity of my texture layer to get the effect i want.
As for the blur, I just took the lasso select tool and selected the areas I wanted, went up to Filter>Blur>Motion blur and set the direction and length of the blur I wanted. you can play around with that too to get different things. Hope that helps!
