Photoshop is an image program where you can touch up photos, or add cool effects to them, or color pictures, as I did here. It's one of the most popular image programs out there.

I use Photoshop 7. As for where to download the filter....I can't remember.... ^.^;

I use Photoshop too, but I haven't learned to use it properly. And my version is Photoshop Elements, not the original one.
