he can pretend to be human/pass through the human world without being noticed as none human

Considering the shape of the cloak, and the black gloves, I'd say our Mr. Hood is the Gardevoir in the center. Same cloak style, same black hands...
My only concern is the glowy eyes, which would seem to fit a Banette better, not to mention the claw hands. The leftward Pokemon resembles a Darkrai, which could also fit our black hands, cloak style pattern (not to mention the Dark Void ask) but there's not enough evidence to pin it on Darkrai.
Nonetheless, I theorize that it's Gardevoir under there, who might be working with other Mr. Hoods.
