I honestly dont exactly remember where to catch him i just remember unfortunately that he was really hard to find. there is one specific lake you have to surf around in and use your fishing rod to find him. i recommend you find him though because milotic is most def an awesome pokemon to have on your team. since feebas is a rare pokemon to find you might be able to use a simple repel to kind of narrow down your chances of finding him. as for the location of the lake to find him in, your gonna have to find that out cause it has been forever since ive played my sapphire game. oh and feebas only evolves when he gains enough beauty points or something like that. i hope this helps you!

yea, i just looked it up, hes in route 119, and its only in 5 squares per game -.-...and my clock based events thing says it dont work, so i cant plant berries for blue pokeblocks -.-...but thank you for the help, ill try to catch feebas
