Technically speaking... Lyra and Minuette aren't palette swaps of each other, there are slight differences in their mane styles, although they are very similar. Lyra shares a mane and tail style with Amethyst Star (Sparkler), and Roseluck among the popular background ponies, while Minuette shares her style with Sea Swirl and Peachy Pitt.
