I asked for ideas on the forum, this was:
A kangaroo running away from cop cars while drinking a milkshake. He stole a lollipop from a zombie, and the zombie told the lobster cops that the kangaroo yelled at a rainbow. idea from the-slinky-kid

Kangaroo became Kanga-Rex, because kangaroos and T-rex look similar, and it just seemed right.
Misread the bit about cars, so got lobsters and no cars, ..sorry for the simplification.
