I think it's done by using a strobe with the camera set to slow shutter. So, the strobe fires (charging up all the UV sensitive material) then the shutter opens and the light from the strobe isn't recorded.
Or maybe using some type of UV strobe?

Actually, looking at the camera data, shutter speed was 1/60 at f/1.8, ISO 800, so I don't think a strobe was used. Just a UV lamp, no flash.
