I know it's not off Kung Fu Panda, but it's ideal for how I envision a black sadistic, cannibalistic panther coming from Japan to China.

It's all based upon a noble leader, a general of sorts but the highest possible ranking as he's able to keep a whole entire country at peace... By butchering slaves, feeding the soldiers parts of the slaves from cannibalism, and if his soldiers didn't do what was expected of them... He would slaughter their families and feed what was left to the troops.

Here is why this picture is perfect for my character, and Chapter 13: Bartering with Death:
"Jin Chow is the high commander in Japan, an evil, cannibalistic, sadistic black panther who's methods of apprehending and incarcerate prisoners, rules of engagement, and his morals did not impress the Japanese Emperor, Sao Yin. The soldiers undertake a course of exercise and diet in order to reach and maintain a high level of physical fitness and mental aggression to his (Jin Chow's) standards. With the promise of food and rest afterwards... But most of the time he'd starve his own men in his command as his way to push us forward... Starving us to the point to cannibalism, making HIS own troops just like him! He'd torture those who did not do what he entrusted them to do, and most of the time he'd dispose of the ones who couldn't take any more or prisoners by pushing them towards the men in his command as his way of feeding them. Through starvation, there would be nothing left of the poor guy but a skeleton, thus of course gave us the craving for meat!"
"He (Jin Chow) loves fear, he craves it! He desires power, like the Emperor has. After Sao Yin found out about what he was doing, to his own men, his ambitions for power, and wretchedness, the Emperor sent out assassins to eliminate him! As a counter-attack, he unleashed his army of savages who were starving upon the assassins!" The wolf said, sobbing his heart out and struggling to talk.
"He later found out that the emperor himself sent the order to assassinated him, in order to replace him. He then went to see the emperor of whom questioned Jin Chow about his methods of retrieving information, morals, treatment of his soldiers, and most importantly the rules of engagement. Sao insisted that he treated prisoners with some form of welfare, and not murder everyone he came across, or he'd be tortured and killed just like his victims as an act of vengeance from the peoples of Japan. The emperor's idea was to leave a prisoner to die in dignity... But afterwards to expose the corpse as a warning to not venture further to topple the emperor's regime. The Commander however, preferred to decimate a village, decapitate villagers, etc as a warning as they past to not venture further to topple the regime." He continued, explaining in detail how his homeland of Japan fell apart.
"After a strong exchange of words from the emperor and thinking of a tenacious way of keeping his power which he also craved, he attacked Sao Yin and ripped out his throat. He unleashed his starving army upon neighboring villages as a counter-attack to get rid of anyone still under Sao's command... Leaving just bloody skeletons and a massive furnace for cooking the parts of a persons corpse."
The wolf kept on. "After the onslaught and realizing what he was now capable of doing, a few of us soldiers tried to leave as we didn't approve of his methods, but he threatened to slaughter our families if anybody left!"
After he explained that his wife and some of his children were killed by Jin, and his mates probably suffered the same fate, we let them come with us to Jade Palace to talk to Master Shifu. This didn't make Po feel any safer having wolves prowling around Jade Palace and The Valley of Peace.
