Yea, she went from just being a sniper against Dio to a fighter willing to face him at his most dangerous Trance forms. It's something Dio has brought up to her in the early events that she's not just talented but she has potential that the Major has not seen yet. Thus, Dio's battles and encounters with her is proving his point of view on her.

I'll be starting the Hellsing Doujin around Jan/Feb.

What Dio sees is that the Major has Rip for those magic bullets that can shoot down any target. On the other hand, he believes Rip is more than "just a sniper". Generally liking her due to her own personality, mannerism, and her singing.

"Black Wolf" is his codename but he's been helping out the Hellsing Organization since he was sent there from the U.S. government. He ends up striking a rivalry, as well as a liking, to Rip Van Winkle in some fan story I'm messing around with.
