Anatomy's a big factor in this one. The torso, arms and legs are far too short on this one. Her breasts are also different sizes. xD Also, her hips are turned at about a 45 degree angle to the left while her upper body is facing forward. That can't be a comfortable position. >_o
It looks like you used a fairly large brush for the shading and highlighting, but the style you were trying for is usually achieved through cell shading: using either the pen tool or the lasso tool. This gives it the nice, crisp edges CG fans like to see, instead of the rounded ones resevered more for painting and softshading.
You should also look more into light and cloth. The folds in the cloth don't make physical sense and light is more than just a pale stroke over white. That makes it look more like a caterpillar. D=

In that case, the face should be shorter to match the chibi style. All of my proportions were based on the face.
