Finally, here's an official reference of Shira. He's the leader of that one organization that Sorin, Tovey, and Alec are in (the three characters in Inner Peace ).
There aren't a lot of soldier/heavy-armor type of members in their organization, because they mostly operate on stealth, but sometimes big guns are needed...not that Tovey isn't big.
Some info on the boss man:

Name: Shira

Description: Shira is the current leader of a secretive organization that goes after illegal activity. The previous leader, who was downed on the field, was his mentor. He was elected to be the successor not by his own choice, but through peer pressure. His group mostly plans and carries out stealth missions to uncover underground societies and networks. They then take it apart, whether through covert operations or through brute force. Shira's main weapon is a two-handed sword that he usually holds in one hand, while his secondary weapon is a shorter, single-edged sword similar to the Chinese dao. His armor is a mix between the aesthetics of samurai armor and fantasy-European armor. Shira's name is hebrew for "song."

Characteristics: Shira looks like he lacks sleep, but he actually sleeps a little too much. He dislikes the pressure of leading the organization and being around people for a majority of the day, so whenever he can, he sneaks away to nap, resulting in drowsiness. He usually has a vacant look on his face. Shira wears the traditional black garb of his organization and white contacts, with dyed hair. Nobody knows what color his natural hair and eyes are.

Personality: He is usually kind and patient. Few things annoy Shira (at least to the point of actually him expressing it), but when he gets irritated, it is very obvious. He loves training and combat more than anything, so when something about those things comes up, his personality almost changes completely, with him becoming sadistic. Other than that, he is a bit of a push-over.

Background: Shira actually comes from high-class, as his parents were a duke and duchess. After his parents died mysteriously (freak accident or murder, no one really knows), he sold all of his inherited assets and started up anew in a new area. When he's not in camp performing his duties as leader of his organization, he resides in a mansion with his servants. Some members of the organization resent him for being a noble who works with a group made mostly of lower and middle-class workers. There is talk of people wanting to overthrow him as leader.
