Paint Tool SAI is the full name. It's a paint program (Like MS Paint or photoshop For example). It has a bunch of tools you can use, like blur, pen/pencil, water color brush, etc. You get to chose to make things transparent, make your line think or thin and so on. And Personally, I think it's fun and useful program to use if you enjoy drawing and coloring.
I'm horrible at explaining things, but I hope you got the basic idea (Plus you can YouTube it or so for more info.)

Well, it isn't suppose to be free... But it's possible just to Google/Youtube it and you can download it for free that way.'Cause, honestly, that's what I did.
If you're not conformable with doing it that way, SAI has a website were you can download a 30 day (or something like that) trial and you can buy it for around $50.
And don't worry about asking questions! Feel free to ask as many as you want!
