No of course it doesn't bother Elsa. But she doesn't care about the fact that the cold might bother hundreds of people who were suffering from hypothermia and dying of cold back in her town. This is why they should have stuck with their original concept of having her as the villain, taking her vengeance on the people who persecuted her and because repressing her emotions developed a second personality.
