It's a Pokemon, i can add big titties on any Pokemon i want when i feel like it. The only kind of Pokemon i don't add big tits on is a baby Pokemon. Plus, they're fictional. Pokemon are based off of mythology, real animals and sometimes based on inanimate objects. Florges is based off of fairies and nymphs, as well as a hyacinth flower according to it's origin on Bulbapedia. Fairies and nymphs themselves may be real or not to some people but still, Pokemon are fictional unless Pokemon Go made people think they're real.
You see people slap titties on Gardevoir but do you think people care because she's the staple waifu in the Pokemon universe. If you look up Gardevoir, you'll find tons of art of her with tits or big tits.
