Hei will win. First, his cloak impenetrable, when it's put on him, so it will negate railgun and metal dust-made sword/whip attacks, and he has electricity immunity. So there's basically no way Railgun can harm Hei. He, on the other hand, has huge experience in hand-to-hand combat, which Misaka lacks (we don't suppose her vendor machine pounding to be combat experience, don't we?). Also Hei is more agile and cunning, than straightforward Misaka. Misaka 10032 (and 10033-20000, by proxy), on the other hand, has some chance to end the battle in honourable draw.

Misaka. If she gets off a shot with that rail gun at all, it's game over for Hei.

What was the job? Hunting down a Contractor hiding out in Academy City? Very clever of them, to take refuge in a part of Tokyo where superpowered people are the norm...

If it's a canon story wise battle then Hei has the lead. If its just a straight up death battle then Misaka would win, unless Hei has that quantum power up thing I heard about from the debate I read about earlier (He can negate lightnign that way)

Hei can't negate Lighting Attack on episode 12... He was fighting a guy with the same abilities (They just push each other just like a Magnet a Negative and Positive That doesn't mean Hei can Negate Lighting is Science my good Man)

well as adept as hei is in beating little girls(season 2 anyone?) and of course he is awesome and pretty beast, comparing them is kinda unfair. both their powers were developed with completely different standarts in mind.
it's like saying: who will win? son-goku or kenichi(from histories strongest disciple kenichi).

In a straight electromancer duel, Misaka. She can actually shoot electricity. Not to mention near god-tier esper abilities. Hei can manipulate electricity and atoms, but he needs to be in physical contact or use a conductor. Everything might get destroyed in the process, but she could win.
But it'll never be a simple fight. And so Hei will have the upper hand. Not sure Misaka has exceptional aim, and Hei's magical coat is probably a good insulator as well as being bulletproof. Love the idea.
