That looks almost like an abandoned skyscraper I saw in North Georgia out here in the U.S. It sits in the dead center of this medium sized town called Rossville. It's the only modern building in the vicinity, as all the other buildings are old and kind of slummy.

I think it might be really interesting to see - I love unusual abandoned buildings, that are not just abandoned houses, but, for example, this one, or an abandoned factory or a skyscraper)

They say the owner went out of money, so they just left an almost finished building. Yes, probably something like a business-center.
