because thats where the neckfrill of a vaporeon is O.O
never fighted with a vaporeon?
never had a vaporeon plushie or figure?

Same here. It's on the neck, but large enough so that it looks like part of the head.

I bet youre irritated by the coloring here,Β 
the frill of this vaporen is semitransparent, so its not completely green colored

Well, the green coloration isn't usually seen on Vaporeons, but that's not my concern.
