There are much better programs for making backgrounds. Some, like Photoshop and Illustrator cost money, but there are some good free programs like GIMP and Inkscape that can also make nice backgrounds. You can download and install those easily from a great site called Ninite.

GIMP works kind of like Paint, in that you're working with pixels. It has much better tools though, especially selection tools, than Paint. Inkscape is a vector program, so it's all about editing lines and shapes instead of individual pixels.
